SAAVA Council
SAAVA Council has two roles:
1. The administration and effective running of SAAVA as an Association.
For SAAVA to satisfy the needs of its members, the organisation must be able to respond quickly and efficiently to members’ requests.
The SAAVA Council also addresses the growing demand for technical support and guidance to its members and represent matters to policy makers.
2. CAAV Scottish Committee
SAAVA Council’s second role is as the CAAV’s Scottish Committee dealing with Scottish matters and devolved responsibilities. In this capacity, the present definition of its remit covers:
To consider the business of CAAV technical committees as they:
- are governed by the powers of the Scottish Government and Parliament
- are affected by Scottish law and circumstances.
To consider the representation of the CAAV in Scotland and in particular with the Scottish Government.
To consider the appropriate briefing of members acting in respect of land and rural businesses in Scotland.
It is within SAAVA Council where the business of SAAVA comes together.
Council constitutes the pool of members to reflect the wide nature of its membership in a number of ways:-
- Range of work and skills
- Gender
- Geographical
- Nature of practice.

Meet the Team
Ian Thornton-Kemsley TD MRICS FAAV ACIArb - SAAVA President
Ian Thornton-Kemsley took an HND in Agriculture at the North of Scotland College of Agriculture in 1984 and then went on to do the respected post graduate Farm Business Organisation & Management course. He still runs the 1,200 ac family farming business in Kincardineshire but diversified early from farming into other fields qualifying in 1989 as a member of the Royal Institution of Chartered Surveyors (RICS). He is a consultant with Galbraith based in their Aberdeen office.
Apart from the usual general practice rural surveying issues Ian has specialised in advising landowners on compulsory purchase, wayleaves and infrastructure. He has given expert evidence on such matters before the Court of Session (Commercial Division), various County Courts in England and Sheriff Courts in Scotland as well as appearing before the Lands Tribunal in both England and Scotland. Ian was the arbitrator in the Bridgewater case that led to the review of the Electronic Communications Code and is acknowledged as one of the UK’s experts on telecommunication valuation. He has written and contributed to several papers on telecoms and is regularly asked to talk to lawyers and fellow valuers on the subject.
He is an associate of the Chartered Institute of Arbitrators and is a member of the RICS and CAAV Dispute Resolution panels. He is on the board of the Compulsory Purchase Association in Scotland and on the CAAV Property Committee.

Andrew Linehan - SAAVA Vice-President
Andrew is a practising solicitor at Murray Beith and has 20 year’s experience in the Rural sector.
He is accredited as a specialist in agricultural law by the Law Society of Scotland. From 2010 to 2021 Andrew was Secretary and Treasurer to the South of Scotland and Border Valuers Association.
In 2021 Andrew became legal adviser to SAAVA, and in 2022 became the first solicitor in Scotland to achieve fellowship of the CAAV.

Mark Fogden MRICS FAAV MCIArb - SAAVA Immediate Past President
Mark is a Director with Savills based in their Dumfries office and former head of the firm’s Scottish Estate Management Discipline. He currently sits on the Tenant Farmers Advisory Forum (TFAF) and on the Central Association of Agricultural Valuers (CAAV) UK property committee. In 2018 he enrolled with the Chartered Institute of Arbitrators, as a mediator.
He has 35 years’ experience as a qualified Chartered Surveyor with detailed experience of institutional and private client ownership throughout Scotland and northwest England. He has a sound understanding of property interests and in particular the Scottish political environment, as it affects rural property and communities.
Apart from daily routine aspects of general rural practice associated with landed property, Mark’s experience includes community regeneration projects, management of vacant lettable and unlettable assets, strategic asset management advice, leadership and business improvement, valuations, estate, farm and residential agency, landlord and tenant contract management, rent reviews, dispute resolution, cable and easement negotiation, implementation of Health & Safety policy, financial management and reporting, management of specialist services including the delivery of a variety of renewables projects, architectural and building services, farm and forestry management and the management of partnering, stakeholder and project team relationships.

Martin Hall FRICS FAAV ACIArb FRAgS REV - CAAV Vice President & SAAVA Executive Member
Martin is Senior Director with Davidson & Robertson based in their Edinburgh office. He advises on Strategic Planning and Development, Strategic Business Advice, Landlord & Tenant matters, and Dispute Resolution.
He currently sits on CAAV Executive Committee, Examination & Education Committee, and is on the CAAV panel of Arbitrators.
He is a member of the Compulsory Purchase Association, Agricultural Law Association, and Association of Rural Dispute Resolvers.
He is a past Hon Vice President of the Royal Highland & Agricultural Society for Scotland.

James is a Chartered Surveyor and partner in the agricultural consultancy firm, Allathan Associates, based in their Turriff and Maud offices. He covers a wide range of farm and estate management and consultancy roles, primarily in north east Scotland.
James has experience of landlord and tenant issues, farm subsidy applications and utility project and renewable energy compensation matters. He supervises a range of contract farming agreements, from extensive hill sheep units in the west coast to intensive arable and beef units in the east. He has a strong interest in agri-environment scheme matters within Scotland.
He sits on the CAAV Farm and Business Committee, the Tenant Farmers Commission Panel of Valuers and is also a member of the Farm Business Advisers Accreditation Scheme for Scotland, able to provide grant funded farm business advisory work, including carbon audits, under FBAASS.

Gordon is a Chartered Surveyor and Fellow of the Association of Agricultural Valuers with a Masters in Land Economy from the University of Aberdeen. Gordon is experienced in a wide range of rural surveying matters including landlord and tenant, farm & estate management, development & agency, renewable energy, diversification and environmental management.

Catherine Lawson
Catherine is a Rural Surveyor at Bell Ingram with over nine years experience of working in the rural sector.
With a background in farm and estate management, Catherine now specialises in valuation and professional work across North East and Central Scotland.
Catherine gained fellowship to CAAV in November 2016 and was awarded with the Martin Hall SAAVA President’s Prize for the highest mark in Scotland that year. Being a member of the SAAVA council since 2019
Catherine takes the lead with organising the Scotland region CAAV tutorials to prepare those hoping to sit their CAAV exams.
